Senator Greenleaf is highly respected and highly effective. The non-partisan Gov Net PA ranked Senator Greenleaf number two for the number of bills passed by the Senate and in the top four for bills enacted into law. In addition, the Senator received the “Legislator of the Year” Award from the Pennsylvania State Tax Collectors’ Association for his sponsorship of legislation in support of tax collectors. He was also cited by the University of California’s School of Medicine as one of the most effective legislators in the field of tobacco control.
An advocate for improving the quality of Pennsylvania’s education system, Senator Greenleaf was a recipient of Mid-Eastern Region PSEA’s “Friend of Education Award” and William Tennent High School’s “Anti-Bullying” Award.
Senator Greenleaf will use his experience to continue to reform the legal system. He received the Pennsylvania Bar Association’s Alternative Dispute Resolution Committee Special Recognition Award for this leadership in the effort to bring mediation and alternative dispute resolution to the citizens of Pennsylvania. The Senator also received the Pennsylvania Coalition Against Rape’s “Leadership Award” and the Pennsylvania Legal Services Award for his work on the Access to Justice Act. Furthermore, he was a recipient of the 2002 Milton O. Moss Award from the Montgomery Bar Foundation for his efforts to provide funding for legal aid services to the indigent and sponsor of Access to Justice Act. In 2003, Senator Greenleaf accepted the Network of Victim Assistance (NOVA of Bucks County) Award for child advocacy for his work for child witness electronic testimony. Prior to that, he was a recipient of the 1999 and 2002 Mattie Muir Award (from Victim Services Center of Montgomery County) for his strong and successful advocacy of victims' rights and victims' services. In 1996, he was given the Pennsylvania Legal Services Outstanding Leadership Award.
Senator Greenleaf has always been a supporter of the business community. He was given the National Federation of Independent Business’s Guardian of Small Business Award, and was announced Man of the Year by the Willow Grove Chamber of Commerce and the Ukrainian Educational and Cultural Center.
The protection of the environment and pets is important to Senator Greenleaf. In 2004, he was a recipient of the Pennsylvania Citizens Against Greyhound Racing Award for passage of his legislation protecting greyhounds in Pennsylvania. He was also a recipient of the 2002 Clean Water Fund's Florence Neilson Award for Environmental Leadership for his sponsorship of the Pesticide Notification Act, legislation regulating the use of pesticides in school buildings and on school grounds. Moreover, Senator Greenleaf was presented with the Conservation Legislator of the Year Award by the Pennsylvania Wildlife Federation and the Caroline Earle White Award of the Women’s SPCA.
Service begins at home for Senator Greenleaf. In 2005, he received the "Philadelphia Award" from the Philadelphia Chapter of Women in Transportation for his support of efforts to find a long-term solution to funding needs of SEPTA and mass transit throughout the Commonwealth. Additionally, he was a recipient of the 2002 Vince Fitzpatrick Humanitarian Award from the ARC of Montgomery County for his leadership directing state government attention and funding toward increasing residential placement opportunities for mentally retarded citizens whose parents are no longer able to care for them at home. Senator Greenleaf was also given many other awards for supporting the community such as the Humane Society of The United States Mid-Atlantic Region Humanitarian Award, B'nai B'rith Humanitarian Award, North Penn Korean Association Community Award, Boy Scouts of America Community Service Award, Man of The Year by The Ukrainian Educational and Cultural Center, Deputy Sheriffs Association Distinguished Public Service Award, Korean Senior Citizens Service Award, Montgomery County Bar Association Outstanding Service Award, Fraternal Order of Police Award, and the Montgomery County Association for Retarded Citizens President's Award. He was selected by Sierra Club as Legislator most interested in environmental issues and inducted into the Upper Moreland High School Alumni Hall of Fame.
As a legislator, Senator Greenleaf has sponsored or supported numerous pieces of legislation dealing with various concerns of residents. The Senator was ranked by GovNetPA.com as one of the top four legislators for getting bills enacted as a prime sponsor. GovNetPA also ranked the Senator as the Number 1 Senator for bills introduced, and second for amount of bills passed by the General Assembly.
